Flour. All purpose / Cake flour works well. Instant yeast.  Sugar.  Warm water.  Warm milk. You could use all milk or all water but I like a combination of the two. Olive oil.  Salt.  Garlic cloves. Parsley.  Melted butter.

Can I make this ahead?

Yes, the dough can be made the day before and kept covered in the fridge. The shaped rolls can be kept at room temperature for up to 60 minutes before baking. Baked rolls can be covered with foil and kept in a warm spot for up to 4 hours before serving.
